Document Library Lite is the free tier of Document Library Pro, the category’s established leader. It displays documents in a searchable, sortable table with a choice of columns (ID, image, title, content, date, categories, and a download button), it’s 100% responsive, and it adds a dedicated Documents section to your admin. Grid layout, collapsible folders, filter dropdowns, drag-and-drop upload, CSV import and document previews are in the paid Essentials ($149/yr) and Advanced ($199/yr) plans. FileBird is a folder plugin first and a document library second: it adds a drag-and-drop folder tree to your Media Library, which is genuinely the nicest folder UI in this list. The free version caps you at 10 folders. It organises your existing Media Library rather than giving documents their own home with their own metadata — which is either exactly what you want or exactly what you don’t.
Download Monitor is download-tracking-first. Its free core is capable and its analytics are good; the library display and most of the interesting features live in paid extensions. If your question is “how many people downloaded this file,” start here rather than with a library plugin.
WordPress Download Manager has the broadest free feature surface of the older plugins — password protection, basic role access, download counting — and a very large add-on catalogue behind it.
